PAVE identifies and partners with schools that have excellent leadership and strong governance: leaders who show the capacity to function like CEOs, thinking strategically and identifying and seizing on opportunities, and boards of directors who perform fiduciary oversight and consistently engage in strategic planning and quality oversight.
PAVE’s school partners understand the importance of data in tracking student progress, devising strategies to improve academic performance and ultimately produce decisive results. They show the capacity to achieve long-term financial stability through sound budgeting and financial controls, and the willingness and ability to reach out to outside partners for support and supplemental services.
PAVE's school partners represent all varieties of urban schools: charter schools, traditional public schools, religious private schools and non-religious private schools. They vary in educational philosophy, religious or civic affiliation, geographical area served, and area of specialization.

As a designated Community Development Financial Institution (CDFI), PAVE has the capacity to participate on construction and commercial loans with banks and other lenders. Community Partners
PAVE engages with community partners that offer quality services to schools and families, seeking to develop and foster mutually-beneficial relationships between these organizations and schools serving low-income families. These organizations often represent great underutilized assets that could bring great value to schools in the form of academic support, learning enrichment and supplemental services in the areas of health, recreation, or family support services.
